Apex Mechanical Permit Rules
Apex issues and inspects its own building permits, including mechanical permits for heating and air conditioning. Permits exist so a third party checks that equipment is sized, wired, vented and installed safely. Unpermitted HVAC work can cause problems with insurance, warranties and home sales.
This page explains when a mechanical permit is required, who applies, and how inspections work.
When a permit is required
North Carolina's G.S. §160D-1110(a)(3) requires permits for the installation, extension, alteration or general repair of any heating or cooling equipment system. The statute's exemption for work costing $40,000 or less does not apply to the addition, replacement or change in design of heating or air-conditioning equipment. The Town of Apex's permit guide lists replacing and reconnecting furnaces and adding to or modifying the heating and air-conditioning system as permit work regardless of cost.
Who applies
The Town says residential single-trade electrical, mechanical and plumbing permits must be submitted by a licensed contractor through its ePermits system. When work requires a licensed specialty contractor, state law says the permit cannot be issued unless a licensed contractor performs the work.
Inspections
The Town's Building Inspections & Permitting division enforces the NC State Building Codes and performs field inspections. Mechanical work typically receives a final inspection, and rough-in inspections where applicable. Conditional mechanical inspections are performed only on contractor request. Inspections are requested by the contractor through the Town's systems.
Jurisdiction check
Most Apex addresses are inside Town limits, but some nearby properties are in unincorporated Wake County or neighboring towns, which issue their own permits. Wake County's FAQ similarly requires a mechanical permit for installation, replacement and general repair of HVAC systems in its jurisdiction.
What homeowners should do
Ask your contractor to confirm the permit number before work starts, keep a copy of the passed final inspection, and make sure the installation matches what was permitted. If someone offers to skip the permit to save money, treat it as a red flag.
Costs
Permit fees are set by the Town and are usually a small part of a replacement. The table below shows published equipment and repair ranges for budgeting.
